Other than that, we let Nova do derby again today, picked up some El Panson tacos, and my only other big adventure was to Costco. I'm not trying to create a panic like back in March, but the election and COVID-19 case increases as well as the change of seasons, even while we're pretty much the same all year round here, are making some items hard to get again. Just make sure you've got your pantry essentials and paper goods (and your booze if you partake) and you should be fine, but things could get weird the next few weeks is all I'm saying.

- Extended deferral deadline of annual health permits fees, plan-check fees, and late fees for restaurants and food facilities. Also extends permit and inspection fee waivers and deferrals, lease payment deferrals, ordinance amendments, new programs, extended services, and continue business assistance programs as previously directed by the board. New extension goes through March 31, 2021.
- Approved more small business economic stimulus grants. Have currently awarded $28 million total. Over 3100 businesses in the county have received grants.

- County is holding steady but we're still teetering between purple and red tiers. Staying in red is not the goal. Trying to go to less restrictive tiers.
- Fletch spoke about counties experiencing exponential growth in cases
- San Diego has distributed more than 15k "hygiene kits" to people experiencing homelessness
- Chula Vista Councilmember and California Coastal Commission Chair Steve Padilla spoke about his experience with COVID-19 early in March. Within a week of symptoms, he was intubated and put in a medically induced coma. He had machines performing every natural function for him. His lung collapsed. He lost 30lbs in 12 days. He is grateful for having world class health care, but wasn't given any 'experimental drugs'. We must heed warnings, this isn't over, the virus is very real, we can take small steps to have regard for each other.
- The state isn't "assigning" tiers. We are where we are because of where our actions land us.

- Youth Sports: State only has guidance for practicing, not competing. Traveling for competitive sports is not recommended. It is a huge concern. People need to take responsibility for their own actions.
- Other areas to improve to move into less-restrictive tiers: continue diligence with distancing, masks, avoid gatherings, don't have parties, all businesses hold clients and patrons accountable
- K-12 cases: COVID-19 Watch has exposures and cases. County has done a site visit to school in Vista where students have tested positive. Not aware of any secondary transmissions yet withing K-12. Transmissions are mostly happening in the community and in households then taking them to school, not vice versa.
- Community Outbreaks: County is not changing outbreak threshold. It is a downstream indicator, even past deaths, so it tells us that transmission is still very widespread throughout the community. Will Huntsberry will not let this go. "Isn't it true..." So annoying.
- County is following state-issued gathering guidelines. Specific Thanksgiving/Christmas/Hannukah guidelines haven't been issued by the state.
