CoViD-19: California Releases Guidances for Theme Parks, Stadiums | San Diego Hits 7.8 Unadjusted Rate But Remains In Red Tier | Casbah Custom Hoodies Pre-Orders

We are getting too comfortable being home all the time, but we're trying to be responsible and not go out when we don't need to and not spend money when we don't need to, and the San Diego Zoo and Safari Park are both still free for kids so we're still avoiding those. I actually saw someone's post on Insta that they waiting two hours through the screening line. We haven't made it to Fiesta Island or La Jolla Cove in awhile either, partially because we were self-quarantining, partially because Nova quit soccer so we don't have occasion to be in Mission Bay or La Jolla, and partially because the weather was just so miserable for so long. Maybe we'll fix that this week, maybe we'll stay in hiding until the election. I can't really say. 
In the meantime, today's briefing with Dr. Ghaly was enlightening because San Diego hit 7.8 unadjusted and 7.1 adjusted, which means we were in the purple tier, but then they 'fixed' it, and we stayed 7.0 which remains red. It made me wonder if there is some funny business because we've had a couple 'testing batches' show up even though they told us a couple weeks ago all of those problems should be resolved. Whatever. Not trying to start my own conspiracy theories or anything. But California also released guidance for professional sports and theme parks, and spoiler, they can't open until the county they're in are in the orange or yellow tiers, and only at super limited capacity at that.

    • Hospitalizations: Currently 2,241 projected 3271 46% increase in hospitalizations projected in one month

      • Random large scale mixing
      • Tens of thousands of visitors from broad geographic base

    • Lower Risk Setting
      • Controlled large scale mixing

      • Visit for a number of hours

      • Easier to monitor compliance at seated events
    • New Guidances
      • Theme Parks- higher risk than outdoor stadiums
        • Small theme parks may resume in Tier 3 (<15k capacity)
          • Up to 25% or 500 visitors, whichever is fewer
          • May only open outdoor attractions
          • Ticket sales limited to visitors in same county
        • Large Theme Parks may reopen in Tier 4 (>15k capacity)
          • Limited capacity 25%
        • All Theme Parks 
          • Implement reservation system and screen guests for symptoms in advance
          • Face coverings mandatory thrughout the park unless eating or drinking
      • Live Professional Sporting Events and Outdoor Stadiums
        • May resume in Tier 3 at 20% and in Tier 4 at 25%
        • Sales limited to customers within 120 mile radius
        • Advance tickets only (no day or or will-call)
        • Eating and drinking in seats only
        • Face coverings mandatory except while eating/drinking
        • Tailgating prohibited however parking at stadium is required
      • All Personal Care Services may resume in Tier 1 (with modifications)

      • LA, Riverside and San Bernardino are all purple 
      • The state will partner with Southern California counties to 
        • Increase testing resources in key areas
        • Isolation resources
        • Community-Based Organization partnerships
        • Business education and enforcement in partnership with CalOES, Business, Consumer Services and Housing Agency, Labor Agency, and the CA Department of Food and Ag. 
    • Media Questions:
      • State believes counties can move forward
      • San Diego: Not surprising to be on the cusp. Spread can happen rapidly because of denser settings. Hope county continues to increase testing, supportive isolation, pay attention to community outbreaks
      • Hospitalizations are followed and tracked, but metric is not considered because you can't really forecast where a county should be and where they're going because hospitalizations lag too far behind case numbers and test positivity  
      • Youth Sports: still taking in feedback for each sport sector. Tennis is different than indoor basketball which differs from baseball
      • State has worked hard for slow and stringent response to work. Results now are expected, happy with progress, this was how it was planned. But everything can change and change quickly.
      • College students returning home for holidays could definitely spread if they're asymptomatic. It is a concern. Don't just use test results as an 'all clear'...continue to limit mixing, wear a mask, avoid high-risk activity. If they're sick or showing symptoms, you shouldn't be going home from campuses. 
      • Theme parks: we don't know when, but we do know how
      • San Diego notes of caution is a good tool to focus on transmission. Data has been readjusted to still meet red threshold. 
      • Schools reopening: still at district/school discretion
      • No current plans for collegiate or other sports guidance

    • City of San Diego Council Meeting: This item on Today's City Council docket really caught my eye. As written by Dave Rolland in his City blog, The People's Business:
      Sale of Cortez Hill Family Shelter (Item S501): The City's Real Estate Assets Department is proposing to sell the vacant Cortez Hill Family Shelter, located at 1449 Ninth Ave. (pictured), to the affordable housing developer Community Housing Works (CHW). The plan is for CHW to buy the property for the appraised value of $11,593, demolish the three-story building, and build a new one with somewhere between 75 and 110 affordable apartments -- 44 of which would be reserved for households earning 30 percent of area median income or less. The property had previously been officially designated as "surplus land," which is required before it can be sold.
      Can someone please tell me in what lifetime a three-story building in downtown San Diego, even if uninhabitable, is worth under $12,000?!!??? Sounds like more City funny business going on. I am all for housing, especially low-income housing, and I know nothing about this project, but that number jumped out as wildly insane.
