CoViD-19 Continues Setting Case Records | Western States Issue Travel Advisory | CA Offers Small Gathering Guidance

It feel like on the one hand, everyone should be hunkering down as the curve of our cases in California is nearly vertical and on the other hand, with the politics of the nation as they are, it almost feels like some things have settled down to the Obama times with the incoming Biden administration, and in other ways just the general before times with traffic bustling, my inboxes back to 200-300 messages per box per day. Meanwhile, thougsands more people are probably getting super holiday anxieties as any unemployment extensions for PUEC all end on December 26th with no new reprieve in place and the "Grim Reaper" flatly refusing any stimulus packages. So yeah. Things are crazy and suck and great and hopeful and shitty all at once. 
On the home front, we finished watching Undone on Prime the other day and really enjoyed it a lot, and I've been working through every Christmas movie as they come out. Tonight Nova and I are watching Jingle Jangle on Netflix and it's beautiful and unique and we're about halfway through, so I'm gonna get back into it and leave today's news and stats below. 

  • California COVID-19 State of California Media Briefing:
    • Dr. Pan: 
      • Slow and stringent allowes gradually reopening
      • Numbers since the beginning of November have dramatically increased by 47.1% from 11/1 to 11/7. Steepest rise in entire pandemic. (There was a 39.2% rise in 6/15-6/21)
      • We need to remember the basics that kept cases low
    • Dr. Ghaly:
      • 20% faster rate of rise 
      • 2 weeks after case reporting, approx 12% will end up in hospital
      • State can move back with expediency an decicively
      • High-Risk
        • Activities where you can't stay masked the whole time
        • Activities where you see people who you haven't seen recently
        • Activities where it is difficult to keep your distance
        • Activities of a longer duration
        • Activities that don't allow for plenty of fresh air to circulate
      • State Issues Travel Advisory in conjunction with California, Washington, Oregon
        • Traveling or having people travel to your home could cause increase transmission
        • This is not a travel band or restriction, it is an advisory
        • Californians are encourages to stay close to home and avoid non-essential travel to other states or countries
        • People arriving in CA from other states or countries should self-quarantine for 14 days. They should limit their interactions to their immediate household. 
      • Small Gatherings Guidance
        • Weather has turned colder and many of us have COVID fatigues
        • The safest gatherings remain those that happen at home with members of your own household 
        • Outside of household should be virtually whenever possible
        • Gatherings that occur outdoors are significantly safer than indoor gatherings
          • Check local public health website for restrictions
          • Wear your mask as much as possible
          • Keep your distance- spread things out
          • Keep it small - no more than 3 households including your own
          • Keep things short - duration makes a difference
          • Keep windows open and outside air circulating
          • Protect older and at-risk friends and family 
        • People at high-risk are strongly urged not to attend any gatherings, especially indoors
        • If you gather with older people with chronic conditions, a surgical mask is recommended
        • Keep it to your own household is best but only up to 2 other households
        • Travel increases your chance of getting and spreading the virus. Incoming travelers should quarantine for 14 days. 
      • Media Questions:
        • Governor Newsom attended an outdoor dinner party at French Laundry. People are pissed because they believe it violates his own rules and don't think he should be eating at fancy restaurants? Napa is an ORANGE tier county. Newsom faces backlash after attending French Laundry dinner party. - Politico (11.13.2020) 
        • Blueprint left availability for moving faster. Some counties jumping might need to move back more quickly (1 week instead of 2) or multiple tiers if needed. May also cut the 3-day flexibility for closing from announcing moving back in tier for businesses to modify.
        • Once in most restrictive, State will work with purple counties to looking if additional changes/more restrictions should be made
        • Not presently looking at a stay-at-home order but will do whatever it takes to protect the health of Californians
        • Putting out an advisory instead of a mandate is important because we need cooperation from residents and no mechanism for real enforcement, just hope that people do the right thing. Hope it doesn't lessen the urgency of the messaging. 
        • Haven't discussed a specific case rate that would trigger a lockdown or make travel advisory a mandate, but it is possible
        • State believes enforcement is an important part. It's a false choice between health and business. Businesses must cooperate. 
        • Vaccine distribution plan is still being worked out. Will be frontline workers first, then SNF and vulnerable residents. Teachers will be a priority but TBD where they land in priority list.
        • Sports teams should not be traveling across state lines. For those that do, urged to quarantine after. 
        • Central Valley surge and task force has been a main concern for CA

    • I was curious about how things are looking in California after seeing that LA's adjusted case rate is lower than San Diego and it is horrifying.

    • On a more personal note, as the county moves back into the purple tier, hopes of venues and other small businesses reopening look further off than ever. All of us can do our part to squash this pandemic. Please, for you, your loved ones, and small businesses and venues, please wear your masks, limit your public interactions, avoid gatherings and mixing households, skip nonessential travel, and keep up with your hand hygiene. Casbah, Soda Bar, and others can't open until it's safe and with the holidays upon us, that looks even more distant. 
    • The New York Times today reported that Avenal State Prison in the San Joaquin Valley has had 85% of inmates test positive for COVID. So I looked up the prison: Avenal State Prison = 3,454 inmates. 85% of them is 2,936 of them.
