Okay, today was actually kind of a long day of briefings because the Governor went so long this morning and then the County and the Mayor had some very specific things to say about everything and there was definitely a different tone today of what felt like resignation...that we're never going to beat Covid-19 nor eradicate it in any meaningful way, and it's going to keep mutating so prepare for the new normal and expect to wear a face covering for ever and ever and don't expect to hug or kiss or shake hands again, amen. Of course, nobody said it outright, but that's certainly how it felt. Never forget the covidiot in chief said, “It’s going to disappear. One day, it’s like a miracle, it will disappear.” I'll share some more links, too. I guess the good news of the day is that Lake Murray and Miramar Reservoir are both reopening on Friday. It just occurred to me while reading through all of the rest of the newsletters that Memorial Day is coming soon, which is yet another arbitrary deadline officials are using after Easter and Mother's Day both passed. And big shocker, my neighbors are having another party today. Anyway, lots more stuff after the jump.

      • "The Shell, San Diego Symphony’s new permanent outdoor venue on San Diego Bay, has captivated many people’s passion and dedication over its years of planning and during its construction. Hundreds of people have worked on each phase of its development, and for each one it has been a privilege to be part of something that is destined to be an iconic addition to San Diego’s Bayfront. It is therefore with extreme disappointment that we all must accept the impact of COVID-19, including social distancing measures and governmental orders, and delay the opening of The Shell.
        Originally slated to open in July 2020, the inaugural summer season at The Shell will now take place in 2021. While we are very disappointed to delay the opening of this gift to San Diego, we have no alternative. We know that delaying the opening is in the very best interest of all of our patrons, musicians, staff, and the health of San Diegans."

    • County Libraries Scheduled to Reopen for "doorside service" 
      • 5/26: Imperial Beach, Encinitas, Alpine, Ramona, Vista, Borrego Springs  
      • 6/1: Bonita, Poway, El Cajon, Julian, Solana Beach, San Marcos
      • Books must be reserved online. 
      • Library staff will call or email to schedule pickup. 
      • If you have books to return, hold on to them for now/no late fees
      • Census kiosks will be available at libraries
      • Don't forget about eLibrary.

    • Board of Supervisors met in a closed session to analyze legal options to reopen. 
      • County will submit to the State for accelerated reopening
      • "No urban county can reach state metrics for reopening." 
      • County will send "alternative data that supports accelerated reopening that protects workers and the public." 
      • Specific plan will be discussed at Tuesday's public Board of Supervisors meeting which can be viewed online.
      • "We believe we should have more local control of how and when we can reopen businesses." - Supervisor Cox
      • "Let's be clear...it won't be like flipping a switch or touching a dial or pushing a button that will bring everything back online in one instant moment. It's going to take time for businesses and others to wisely and safely prepare for reopening. It's going to take time for customers, shoppers, and others to feel safe about venturing out."

    • County is providing senior meals for people who do not qualify for CalFresh or other programs through July. Older adults can now sign up to get three free and healthy meals a day delivered to their home. 
    • San Diego hit 200 deaths. Estimates by UCSD suggest that we would have been at 13,000 without interventions and stay-at-home orders.
    • 68 active outbreaks 46 in congregate facilities, 3 new outbreaks, 22 active outbreaks in community setting environments.
    • County softens tone on San Diego Casinos. Decline toSan Diego Casinos have sovereign tribal authority. Tribes and County have interest in working together and casinos have submitted phased reopening plans which County will review and offer guidance and advice but they're pretty much gonna do whatever they want to do. Casinos are supposed to be Phase 3 but they're sovereign. 
      • Fletcher demonstrates he is #wokeaf. "I respect the sovereignty of the Tribal Nations. This is a decision that is for them to make. And there is a very long and very dark history in this country, of white people in particular, telling our Native Americans what they should and shouldn't do, and I'm not going to be a part of continuing that into the future. I respect their sovereignty. I respect this is their decision to make. I appreciate the effort and energy they're expending to coordinate that, share those plans with our public health officers and seek advice and input as they move forward, which is their choice to make."

    • San Diego Deaths are only measured by positive Covid tests taken before or after death. Probable deaths or PCR tests are not included in the County reported statistics. State uses different data source (death certificates) which includes non-residents who die in county, so numbers may be different. San Diego County doesn't count non-resident deaths in County numbers.

    • Why are kids allowed to interact with other kids and adults in Child Care Facilities but infants can't meet family members from other households? Childcare is ESSENTIAL and under strict guidelines and safety monitoring. Normal households don't have the same stringent regulations.
    • No new outbreaks thus far have been contact traced back to any protests
    • The County News Center released a text and article this afternoon. "Percentage of Positive COVID-19 Among Tested Continuing Down." In it, there's a quote from Dr. Wooten, “This percentage is significant because it shows that fewer people are getting infected with COVID-19,” said Wilma Wooten, M.D., M.P.H., County public health officer. “If this downward trajectory continues, we’ll be able to move forward with additional reopening steps and give people a greater sense of normalcy.” Look, she's the Doctor, not me, but according to the same graph, the number of daily infections is flat, going up and down variably over the past 14 days, with about 100 new cases every day in San Diego. Testing more people is where we're supposed to be going but does that mean fewer people are getting it? Literally 4 fewer than yesterday. Hardly a victory. 
  • City of San Diego Briefing: 
    • Faulconer believes it's time to reopen the economy, supports County Supervisor's position to give local control. "We've made meaningful progress"
    • My opinion: Faulconer and Cox are letting their Republican flags fly high today. Very Anti-Newsom sentiment today, especially on Faulconer's Facebook "Checks from Washington won’t solve this. Tax increases won’t solve this. The only long-term way to fund our schools and balance the budget is to let people safely work and earn a paycheck again," he said, with a link to LA Times Article "Coronavirus forces sharp cuts to schools, healthcare in California, Newsom says" (5.14.2020). Very curious if (a) he read the whole article and/or (b) watched the whole Newsom briefing, because he sounds like he got a reminder about the Trump playbook. When asked what accelerated opening looks like, he basically said we don't know but we support it. lolz. 
    • Expanded Openings: Public Access to lakes and reservoirs 
      • effective Friday, May 15: Lake Murray Reservoir and Miramar Lake
      • effective May, 16: Lower Otay Reservoir
      • Open for walking, jogging, bike riding, fishing, and boating
      • Parking lots at 50% capacity
      • Bathrooms will be cleaned every 2 hours
      • All CDC/County Requirements including social distancing and facial coverings will be monitored
      • El Capitan, Lake Hodges, Upper Otay Reservoir, San Vicente Reservoir are being reevaluated but remain closed at this time. (Maybe news next week)
    • Development Services/Construction in San Diego
      • Permits may now be fully done online, including new projects
      • Building permits, Discretionary permits, electrical permits, right of way permits, traffic permits
      • New safety regulations for DSD on construction sites: physical distancing, decontamination procedures, implementing hand washing stations, conducting symptoms checks
      • Going to launch virtual inspections for about 25 different permit types.
      • Associated Builders and Contractors of San Diego have "competent persons" inspecting and implementing safety protocols on sites: monitoring social distancing, providing signage in English and Spanish, hand-washing stations per crew sizes, restroom disinfection, entrance checkpoints for symptoms and screening and PPE, disinfectant foggers on sites, in restrooms, offices, etc. 
      • SW Regional Council of Carpenters: staggered shift times, added personnel for sanitation, increased hygiene stations, proper PPE for construction, health checkpoints, offering Covid certification, access to vacation funds/distributed grocery gift cards/expanded health benefits, retirees are getting daily care packages
