CoViD-19: State Loosens Local Variances & Guidelines | County To Push for Pilot Program to Open | Karen Complains About Karen Meme

Couldn't sleep again last night. On Sunday night, we went to Scripps Pier and there was no more bioluminescence, but it was still nice to get some time out and listen to the ocean. If you've never been, there are about a thousand stairs to get down to the beach (depending how you go) and there were a lot of people spaced along the water, so we hung out on the overlooking cliff instead of mixing in with the public. I got bit all over my legs, either there or at home, by mosquitoes or a spider or some other cruel critter and my legs were itching all night long. I tried to watch "The Wrong Missy" on Netflix, but it is crushingly horrible. Then I tried to watch "The Great" on HULU, but I found it unnecessarily crass, so I switched to a movie called "The Half of It" on Netflix that was a sweet, modern high school version of Cyrano de Bergerac. Then I read until the sun came up and my family let me sleep in the day while a plumber dealt with our broken bathroom faucet, which had broken off entirely over the weekend. In the evening we went on a hike on the Clairemont Mesa rim trail side of Mission Trails and got five miles in, which is sadly the most of anything I've done in two months. Today's news is economically optimistic, but I feel like we'll be right back to a lockdown again in a matter of weeks and I don't like it one bit. I hope I'm wrong. Today's news after the jump.


  • I'll start off with a funny one today. Self-explanatory.
  • I've not been sleeping normal hours at all lately, so I'm posting this for my other insomniacs out there. 
  • There's this funny fight happpening right now, where our Republicans (Supervisors Jacobs & Cox, Mayor Faulconer) are subtly and not-so-subtly taking on the Governor, despite his constant expansion of state reopenings. And they keep saying that his metrics are "impossible" to meet, but there is evidence all over the world of places that are achieving zero deaths, and the opposite, places where lockdowns have had to go back into effect after opening too soon. The local posturing is just kinda gross and annoying.  
  • State of California Expanding Resilience Roadmap
    • 24 Counties have 'self-attested' for regional variance
    • That process was announced on May 7
    • 7.5% Hospitalization decline statewide/ICU Decline statewide
    • PPE continues to arrive and get distributed to critical sectors
    • Increasing testing 1.3million conducted to date
    • Contract tracing continues to expand
    • Allowing larger counties to continue through phase 2 at their own pace 53 of 58 counties would be eligible to move into this, effective immediately
    • Focusing on hotspots within counties, like skilled nursing facilities
    • Don't want counties to reduce testing so they have fewer new positives
    • Statewide retail and sporting events expect to be loosened up statewide in the beginning of June if we can hold trendlines
    • Salons may be opened with regional variance but may be statewide in a couple weeks
    • State Health Officer went through specific data/metrics to reopen as well as the preparedness side of things (15 contact tracers/100k residents), plans to protect vulnerable work force/essential workers), work with hospitals to maintain adequate surge capacity, thoughtful plans to pull back if necessary
    • Churches are weeks, not months away from reopening. Certain counseling and offices within churches may reopen with revised orders
    • Virus still spreading, but 14 day trendlines down in hospitalization and ICU patients. Counting on monitoring the daily stability 
    • Stay at home was to prepare and respond to prevent a surge 
    • Specific containment strategies for skilled nursing facilities
    • Newsom shuts down argument that immigrant programs should be first cut instead of personnel by reminding that our entire food supply would shut down without help and support for workers, regardless of immigration status
    • State is establishing guidelines for sports and sporting events 
  • County of San Diego
    • Board to Consider County’s Plan for Accelerated Reopening - County News Center (5.18.2020)
    • County staff will give updates on Tuesday and assess Governor's revised variances and restrictions
    • Fletcher summarizes Governor's announcements:
      • Trying to find balance to reopen with safety. Having to shut back down would be devastating to our psyche and to our economy
      • We believe San Diego meets new metrics & standards
      • If we do, things could reopen within 24 hours for final stage 2 openings: dine-in restaurants and in-store retail (Hello, Ross & Ikea!!) 
      • Businesses should be ready if they're allowed to reopen quickly
      • Have exceeded 100k tests
      • Increased to 235 contact tracers 
      • Free county testing signup - no doctor referral needed, must make appt.
      • 73 active outbreaks: 50 in congregate facilities with 1318 cases, 104 deaths/23 outbreaks in community settings with 310 cases, 5 deaths
      • County has addressed casinos. Wooten says "we don't agree, but we don't have jurisdiction" so they've been looking to help with plans
      • Primary focus on testing is essential workers, vulnerable populations, whether showing symptoms or not 
      • We are learning as time goes by, we don't have enough information about sailors on the USS Roosevelt, to know about re-infection
      • Any change in gatherings comes from the state; church gatherings are still not allowed
      • Wooten shuts down Supervisor Desmond's assertion that only 6 people have died of "pure Covid". All deaths are equal, whether underlying conditions existed or not. (Mike McKinnon at KUSI is a dick)
  • City of San Diego 
    • Believe that county qualifies under new state guidelines
      • in-person dining
      • in-person retail
    • San Diego wants to create a pilot program for the opening of Stage 3 sectors like barber shops and nail salons
    • Dianne Jacob- The City and the County have stepped up and done their job. 
    • Jacobs: "Impossible for a large county to have zero Covid-19 deaths in 14 days" 
    • Accelerated plan/pilot program goes to County Supervisors tomorrow
    • Opening will take patience and trust from the public
    • Phil's BBQ shared parts of their plans and business changes 
    • Reopening based on data and health
    • Expansion of Phase 2 and movement into Phase 3. Could open 24 hours later or by the end of the week.
